​REQUEST FOR DESIGN-BUILD PRE-QUALIFICATION (RFQ) FIRE STATION 71

​ Notice is hereby given that Nassau County is soliciting Design-Build Pre-Qualification Application packages for RFQ: NC19-006 DESIGN-BUILD PRE-QUALIFICATION FOR CONSTRUCTION OF FIRE STATION 71. Firms seeking to be pre-qualified to bid the design and construction of Fire Station 71 shall submit one (1) original and five (5) copies for a total of six (6) sets of a Pre-Qualification Application package to: John A. Crawford, Ex-Officio Clerk, Robert M. Foster Justice Center, 76347 Veterans Way, Suite 456, Yulee, FL 32097. All Pre-Qualification Application packages are due to be received by no later than 4:00 p.m. (EST), Tuesday March 19, 2019. NOTE: Pre-Qualification Application packages submitted, received or delivered after 4:00 p.m., Tuesday, March 19, 2019, will not be considered and shall be returned to the sender unopened. Proposals will be opened on Wednesday, March 20, 2019 at 10:00 a.m., or soon thereafter, at the office of John A. Crawford, Ex-Officio Clerk, Second Floor, Robert M. Foster Justice Center, 76347 Veterans Way, Yulee, Florida 32097.

​ SCOPE: The scope of this RFQ is to evaluate, rank and short-list design-build teams seeking to pre-qualify to bid the design and construction of Fire Station 71 (“Project”). Interested firms shall be qualified and experienced in design and construction of new buildings of the size, type and dollar value of the proposed Project. Firms shall provide evidence of required qualifications and financial capability and stability in accordance with the information specified in this document. The intent of this RFQ is to pre-qualify no less than five (5) firms using the established selection criteria. Only those firms pre-qualified through this RFQ process will be invited to bid the design and construction of the designated Project. Selected pre-qualified firms shall be required to participate in a mandatory pre-proposal meeting to review and discuss the Request for Proposals (RFP) documents. including the Design-Build Criteria Package. The County will be utilizing the Low Bid Technically Acceptable method for the final selection process for the pre-qualified design-build teams.

​ RFQ PACKAGE REQUESTS & QUESTIONS/INQUIRIES: Design-Build Pre-Qualification Application documents may be obtained electronically from Grayson Hagins by submitting an email request to ghagins@nassaucountyfl.com. Each request for Pre-Qualification Application documents should reference RFQ No. NC19-006, DESIGN-BUILD PRE-QUALIFICATION FOR DESIGN AND CONSTRUCTION OF FIRE STATION 71, and include the full company name, full company address, company phone number, primary contact name and email address. All questions/inquiries related to this RFQ shall be in writing, and directed only to Point Person for the County: Grayson Hagins, Contracts/Purchasing Manager via fax number (904) 321-2658 or email to ghagins@nassaucountyfl.com. The deadline for submitting all questions/inquiries related to this RFQ shall be 4:00 P.M. (EST), Tuesday, March 12, 2019. Nassau County is not required to respond to any questions/inquiries received after the specified deadline.

​ Design-Build teams intending to pre-qualify shall not contact, lobby, or otherwise communicate with any Nassau County official, agent or employee, other than the Point Person referenced above, beginning from the time this RFQ is advertised until the time that the Design-Build project is awarded.

​ If you download the documents from the County’s Box.net site, be sure to fill out the “Plan Holder Registration” form and return it back to Contract Management, as instructed on the registration form.

​ The Nassau County Board of County Commissioners reserves the right to reject any or all proposals, waive minor formalities or award to/negotiate with the firm whose proposal best serves the interest of Nassau County.

​ Effective July 1, 2012 Amendments to Public Meetings and Public Records Laws for Government Contracting: Pursuant to recent changes in Florida Statutes Chapter 119.071 (General Exemptions from inspection or copying of public records) the bid opening process is temporarily exempt from Public Records requirements, except bids received pursuant to a competitive solicitation for construction or repairs on a public building or public work. Information may be released to the public once the Board provides a notice of intended decision or 30 days after the bid opening, whichever is earlier. Pursuant to recent changes in Florida Statutes Chapter 286.0113 (General exemptions from public meeting requirements) any portion of a meeting in which negotiations with a vendor is conducted as part of the “competitive negotiation” process at which a vendor makes an oral presentation or answers questions as part of the “competitive solicitation” process are exempt from public meeting requirements until the Board provides notice of an intended decision or until 30 days after bid opening, whichever is earlier. Any portion of a committee meeting at which negotiation strategies are discussed is exempt. A complete record shall be made of any portion of an exempt meeting; no portion may be held off the record. The recording of and any records presented at the exempt meeting are exempt from FS119.071 until such time as the board provides notice of an intended decision or 30 days after opening the bids, proposals or final replies. Please refer to Florida Statutes Chapter 119.071, Chapter 255.0518 and Chapter 286.0113 for further details.
